I still have a lot more I want to do with this, but I feel like this is a fair stopping point for it.More Tenchi bosoms! I had a clear scene in my mind and it worked out pretty well. I still want more going on with the lighting and the shading, but again, I like it. Which is good, because I always struggle with enjoying stuff that I'm working on.
EDIT: Did some more work on just about everyone, particularly Washu.

Well, there's the 3rd OVA, which came out 2005ish, and Saint Knights Tale, which isn't about Tenchi, but still takes place in the same universe. The series is still kicking every now and then.
Her ears are pretty pointy here, its hard to tell at the default size, but you can see it easier in the (huge) download view, however, I might add that I'm not done with this, so many things are subject to change and improvement.

The story is basically someone who commented "Love to see a pic of Ryoko and Washu compairing boobs infront of Tenchi?" on a previous Tenchi sketch. However, the concept of illustration is to imply a narrative, so the answer to your question is complicated.
Yes in that there's a narrative happening here, No in that there's no story or scene its based on in particular. Hope that helps?
