So, the Sui-Feng is due to her character being more Chinese-styled so that's a translation of it from the Chinese characters, and Soi Fon was the Japanese transliteration of it, to the best of my recollection. By the point any official material came out that had 'Sui-Feng' on it, the English translation had been going for ages so I don't think they cared to change it.
Back to boobs, oof, I really hoped Soi Fon would get huge ones, because she'd struggle with them the most. Love the pained, annoyed expression on her face.
