I, a self-proclaimed Unexpcted Crossover Enthusiast, approve of this concept!
Sam's outfit is dealing with the transformation suprisingly well, but then again, I kind of see Kirika as the type to sohw a bit of pride by deliberately dressing in too-small clothing to show off her volume. So to speak! And of course, you gotta let 'em breathe in that heat!
And considering all the wild transformations and things Totally Spies apparently has as a daily basis for its protagonists, this honestly shouldn't be TOO surprising for Sam! (The REAL twist is it being permanent, or the start of bigger things. Such is the way of the bust expansion world.)

Yeah, it seemed weird to me at first, but there's kind of a lot of similarities between the two series. Really, though, Sam shouldn't be surprised. She's seen her best friends grow, shrink, gain 300+ pounds in a single day, and straight up turn into a cat person. Tiddies should be a walk in the park.
