I used nose/scar wax, and a lot of different eye shadows to create lights, darks and give it that iridescent effect.

I used nose and scar wax to create the raised 3-D texture, then used lots of layers of metallic eye-shadows. This is only a quarter of the arm, unfortunately I don't have the entire arm.
