LOL. Yes she is. Hey I'm black. and I can say.. If you aren't trying to make a mockery of Blacks, dressing up as a fictional character is okay, as long as itΒ isn't offensive.
That being said.. You don't need to color your skin dark to dress up as Michone. more sensitive people will raise eyebrows..
