This is supposed to be Roll from Megaman/Rockman cosplaying as Rikku from Final Fantasy X-2.But due to Roll having almost the same hair and eye color with Rikku, it could also be a "loli X-2 Rikku" illustration...

If you wanted her to look different from Rikku you could have just only added the head band instead of the hair style, most cosplayers now a days don't pull off the hair styles cuz either too complicated or not enough hair gel/spray to keep the look so maybe if you decide to do another cosplay thing, try not to do the hair, other than that, my teeth hurts now from all the sweet adorableness from this pic... call a dentist!

Two things:
1) This is disgustingly cute. I'm not sure if it counts as 'moe;' I'm pretty sure there has to be an element of pity for that, correct me if I'm wrong, but OH GOD THE ADORABLE.
2) Yeah, I couldn't tell it was Roll from Megaman. Perhaps making her more obviously robotic or cybernetic might help? Seams on her legs, synthetic materials for skin?

She just looks like a human without either that or something other than skin. Maybe even just on the legs: Megaman robots have distinctive chunky mechanical legs.

The seams or chunky legs depends on whoever happens to be drawing the characters (Capcom has a lot of artists and designers working for them).
The art style for Megaman characters are inconsistent, so it kinda gives me some "space" to draw them in my own style.
