No, I think you are right.
The pencil is casting a shadow on the "plain". The reflection should appear to have the same angle beneath the shadow plain as it is above the shadow plain.
That is why the reflection appears off, is because it is on the shadow plain, and not behaving like a reflection.
… I actually tested this with a twisted cable tie over a mirror
