So yeah, I was inspired by this awesome song to make something snowy, cold and windy. And here it is.
Vectors done with Inkscape, used Photoshop for some post-processing. No frame-tracing, everything's done from scratch.
For those who want to listen the original song that inspired me - beware, it's Black Metal genre and is kinda loud and striking.
UPD.: Added more snow, uploaded in a bigger resolution.
UPD. 2: Fixed some issues with vectors, changed the snow (again).

Hi, first let me say I love this. I think the background of the image is great. The colors match evenly. The effects are well thought out and colored correctly.
(By correctly I mean matching)
I also think Twilight looks exactly as she looks in the show itself. Once again, perfect coloring. Her hair looks like how it should look *facepalm* uhh you know what I mean... XD
Overall I think this is better then anything I could/can do. One thing I noticed, the colored snow. I like how its not just white, but a light blue. Anyway, over all I really like this work

That's very dynamic and beautifully rendered! You could probably do the snow in Inkscape using svg filters, though with all that blurring you would probably end up with a quite slow file. I wish svg filters performances were better!
You could try to build some basic shading on the character and the snow using vectors, it could bring interesting effects

Yeah, I could've used blur for snow, but I don't like to struggle through lags, since blur in Inkscape slows down my system horribly and here I'd need to put a lot of shapes with Spray tool, then do a lot of fixing and tweaking... Nah, it's much easier to use Photoshop for these things
Hopefully, developers will make some performance improvements for the upcoming 0.49 version.
