This method can be used with GIMP2.6 (whatever version, really)
Do the same thing with having 2 picture layers and select the bottom layer.
Go to Filters > Blur > Pixelise.

You can! It's pretty simple actually.
Like in the tutorial, you make sure the picture has a transparent bg and then duplicate the layer. then click on the bottom layer and go to filters to find distorts. It should show some more options. click on the mosiac option and leave the settings to default but change the shape from hexagons to squares then ok. now go to filters again, then click on blurs and then pixelize. change the x (or y, they are linked so they'll change together) to 55 (really, it's your choice. 55 just looks close to this tutorial's example) and then it should look close to it!
