You can both have commissions and yhh's up, if yhh's help you figure out the prices then I 100% say go for it! But I would recommend not staying to just yhh's, as commissions could give a bit more options than what a yhh can.
To open commissions, yes, a journal is the best way to go. ^-^ Make it easily accessible so people can find it, and have it with all the info of the commission you're offering. Offer an example of the art, the price, and what it's called. I can recommend looking at other people's commission info to get a bit inspired and have an idea of how the layout should be, that's what I did when I opened commissions.
Another big thing is don't start work without being paid first, it's the best way to avoid getting scammed and having your time wasted.

Another note, when being paid with Paypal, please make sure the person paying you adds no billing address. (invoices are the best way to go for this) Since it is digital goods, you don't need it, and it prevents them from trying to force a refund out of you for "not receiving the product" even if you had made it. Just telling you to be safe.

You receive money as a seller, due to the fact you are receiving money on the account you are doing art for money in return. I'm mostly touching on billing address, as for example, when you buy something off Ebay, that isn't digital goods. That is a real life product you ordered. But when it comes to things like digital art, those are digital goods, as it isn't being shipped to anyone's house, and done all online. Therefore, a shipping address is NOT needed. Sometimes people can take advantage of the shipping address and try to say they never got anything received to their house in an attempt to force a refund out of you, which is why I'm trying to warn you about it.
You just have to ask them not to add any billing address. If you ask for their email, you can send them an invoice using Paypal. (you could google or search more to understand invoices, but their concept is fairly simple) When making an invoice, you can change the services to "digital goods", which will automatically make the invoice not ask the recipient for their billing address. Invoices are by far the easiest and smoothest way to get paid for a commission, and I 100% recommend them!
And it's ok to ask questions!! I'm willing to answer them all, I hope this makes sense.
