Because they are just starting tho unfortunately some take that advantage for their own and ask them like "oh right, free art!" and also people does commissions, look it up sometime.
What does "animations " has anything to do what we are talking? Again that depends on the artist him/herself that does it. If you want you want free stuff than look for the ones you just mention and ask them.
