First pass, second actual idea. With new info, I felt compelled to make this. Cloudsdale changes the weather, changes the environment. Changes the mana, in this case.Related content

No. Cloudsdale's cost is based on the number of charge counters, while the ability merely puts a weather counter on Cloudsdale.
