Er... No... She is not a Spartan. She is wearing a Recon Helmet.
And the title "Chibi ODST" is more because she is from Halo: ODST the game.
Just like my chibi's from reach being labeled "Chibi Reach"

To clear this up RECON is not a ODST helmet its meant for one thing and the name says it all for RECON meaning stealth yes i can see how it would work for ODST but its actually a ONI helmet

She IS working for ONI, Buck says so in the first cinematic, and it's also mentioned in the frakkin' game manual.
