The circles with the symbols are a brush I got off of deviant art, I think if you type in SS-Magic Circles or something they will come up.

It probably entails having a picture and in the case of most OS's a status/loading bar that is synced with the loading of the OS. (ie it's the screen one sees when loading for example Windows XP) Since it would need to conform to the OS, I'm not sure how it would be done. Sadly it must be taken into that usually a 3rd party program must normally be used to substitute a different one for the default one included with the OS.
There is a category for them so I'd say either google it or ask a dA member that does them as to how to make them.
