Though I do think there should be some divided space between the big toes and the rest of the toes in her socks. Such as these. en.wikipedia.org/wiki/Tabi
She is wearing a kimono or a yukata outfit and the usual footwear for the kimono/yukata is gata sandals with tabi socks being a commonality. Unless of course the wore some shoes that are closed toe and didn't need the tabi socks.

Well I guess we can say she just used normal socks and simply made space for the area between the big toes and the rest of the toes or she wore shoes where she didn't need to do that.
But still, it's a very beautiful work of art never the less.
