• Berlitz: One of Germany's dogs, either a hovawart or a golden retriever. He's the dog that bit Prussia in the strip Private Concert, if we're going by looks.

• A guy promoted for warming shoes: Toyotomi Hideyoshi (豊臣 秀吉), the son of a peasant who joined the Oda clan in 1558. The Oda clan was at the time under the famous Oda Nobunaga, becoming one of his sandal-bearers. Legend has it that one cold day, Hideyoshi held Nobunaga's sandals in his kimono to keep them warm for him. Whether or not this is true, Nobunaga was impressed by his work in jobs such as castle repair and negotiations, and his success in those led to his promotion to general and later daimyō. Upon the assassination of Nobunaga, Hideyoshi avenged him and became Imperial Regent and Chancellor. He brought about the end of Japan's Warring Lords period, and did other things like make non-samurai give up their weapons and samurai give up their land, build a really nice tea room, and kill 26 Christians to Prove a Point™.
• Red Underwear: Apparently this has roots in medieval times, when men protected their genitals from witches by using a red drape. Red is a very lucky color in Italy, so the whole family sports their red underwear to welcome that luck for the new year. It's also common in Spain, China, and other places. New Year's Eve is also called Notte di San Silvestro (Night of Saint Sylvester, after the Roman Pope Sylvester I) in Italy and some other regions, which I think was one of those examples of preexisting feasts being morphed to fit a modern holiday. There are some other still common traditions, like eating foods that can symbolize wealth (like lentils and zampone), and going to public events after dinner. Other traditions are now much rarer, such as eating a spoonful of lentil soup with each chime of the bell (sounds like a choking hazard). Romano used to drop things he didn't want anymore out the window.

• Friendship Posters: The poster, which I tried my best to illustrate in the transcript (lol) depicts Germany and Italy's names under an umbrella. Sharing an umbrella is a very romantic gesture in Japan, so the image is a romantic good luck charm in hopes of a happy relationship. It's essentially the Japanese equivalent of writing your crush's name in a heart.

Can't really really make out what the girl is saying...sounds like "thoroughly" or "really" (in a "Valley Girl" style).
I believe France is saying, "Yes I am into GIRLS"...maybe 'cause his foppish duds and hair made him look like he, uh, "swung for the other team".
Oh, and Japan is telling America, "Thieves will receive no mercy!" The subtitles say, "If you're a robber, I'll show no mercy" so...

With your help I looked (listened?) through it again!
The parts with France's conversation are still a bit uncertain, but at first I kept hearing "I am into France" which makes no sense. So my guess was that he was saying "friends," which sounds similar, and would suggest a threesome rather than a poly-sci lecture.
Japan did say thieves, thank you as always for the help!
