Constructive cricism? Vaporeon's paw looks a bit too small in relation to it's head. I know eeveelutions don't have large paws, but I feel it could be improved on a little by making the paw wider. His back also looks a little squished and slightly unnatural like it should be straight and not making that v-shape. (I could be wrong!) I can see you were going for a lot of coverage on the water, and it mostly works, but to me that stands out.
All that said, the art is overall well executed and totally adorable! Hope to see more like this from you because I love eveelutions and they need more support. Other good things? The soft colors are beautiful and give off a calm feel. The lilypads are really cute, perfect for Vappy's enviroment! (Lol, I just came up with that.) Looking at Sylveon from behind, you executed just perfectly. (That is a hard angle to draw from.) There's almost a realism to the background and grass that I really like. Hope my critique was gentle enough, I'm not out to hurt, just to help. Everyone is here to improve.

I can agree just with everything, even with Vaporeon's body underwater. I didnt expose it enough so it can looks too small or so.
