Good god this pic sucks. This was drawn for ~TheBunnyHunter since she has a crush on Neshae. I tried to blend in the wings with the body, but it didn't work.Hope you like this, BunnyHunter.

Hm hm, you got the chest wrong... But you should know why.
Anyway, use a gradient. They really help with blending.

What you have to do is select the area you are going to use it on with the Magic Wand and Square Select tools. Then use the gradient; it will only effect the spot you selected.

That is also how you cel-shade. But take it from me, if you use that method, it is loads easier if you use the pencil tool on Ulead. On Paint.NET, I use the Paintbrush tool without Anti-Aliasing on. The color selector is nice, but it goes by percentage of how close a color is. So sometimes, if a brown is similar to a blue, it will select both; likewise, it may not select all of the color if the color has soft edges (you know, if it looks slightly blurred instead of sharp). So by not having the soft edges (aka not using anti-aliasing) and having the percentage on 0% (as in, it may only select that exact color), it is much easier for me. But go with trial and error. Everybody has their own favorite method for everything.
