This is Rarity finally discovering the mane swap and deciding to ask help to Twilight since she can't comb her mane in the right shape. Of course, the better way to cross the town without being noted is paint herself like Rainbow Dash and then walk with an absolutely-not-creepy smile to the library at dawn.
Ironically, I never drew Rarity so well.
