The characters in the picture are located on either a church or townhall, I cannot remember. However, I do know that this is in Munich, Germany and called the Glockenspiel, or Clock Play/Game. Basically the figures would rotate and depict a scene along with bells being played by the building. Its very beautiful sounding and entertaining!
