I just use Photoshop Pen Tool, Mouse and sometimes a sketch scanned as guide.

I develop my technique by doing a lot of vectors. Every time I do a vector I try to improve my skills. I'm trying to get good results in less time.
I think time is not important, what really matters is doing as much vector as you can, always trying to improve your technique.
I started doing vector six months ago, but I don't do it much.
