Actually MGM is, surprisingly, still an independent although it's been bought/sold a number of times. Disney never did buy then. It was part of United Artists and Turner for a time. But never The Mouse. A shame really as I could see Disney wanting to get Chitty Chitty Bang Bang. But since that was written by Ian Fleming who also did James Bond, I think they would have come with the package. As for the cartoons, I think Comcast/NBC actually has license to many of them via assorted buy out deals

Disney owns neither of them.  There is an exception for The Hulk and theme park rights east of the Mississippi river due to an agreement before Disney acquired Marvel.

Any Hulk solo project must be first offered to MGM/Universal for distribution. That hasn't changed. While he can be part of the MCU he is not allowed a solo property. Same applies to theme park rights in the US.

As for Spiderman, there have been enough rumors about who did what with that property to have it's own pest control team, at both companies.
