Judging by Bliss's home on Page 1, it's after.
In any case, if Blight wanted to act without fear of reprisal by Lightning Bliss, the time when she's asleep wouldn't be a bad opportunity.
On that point, I have to admit, she does have a habit of popping up a fair bit. It probably would have been more beneficial to have held her latest re-emergence back, although personally I'm still interested to see where this goes.

Don't forget that she managed to best Bliss' husband Sub-Zero, who's a member of the same race as Frieza. She's not to be underestimated.

The only reason why Sub-Zero was defeated by Blight was because he realized that Bliss and Blight are the same, what ever damage Blight feels, so does Bliss. (Except for what happened during with Aeon, that's a different story.) But still!!
(Also, I think you noticed, I was RPing with my OC that's Mushroom Kingdom themed. Which is why I mentioned the Fire Flower and Rainbow Star earlier.)
