This is The Riddler from Isle Of Villainy. In the series, he's one of the primary contestants on the show, being the main character of several episodes. He's a narcissistic super villain who seeks to prove that he's the smartest man in Gotham City, and plans to do that by defeating Batman. He has a very charismatic and anti-social personality, often trying to solve the challenges by himself in order to prove his intelligence. During his time on the show, he forms a rivalry with fellow teammate Lex Luthor, as they're both egocentric narcissists who hate being shown up.
