You would need flash to make things such as puppet rigs like this one. They can be used for animation when finished.

It's simple I first start out by making a circle then converting it into a symbol then go inside the simple and over there you want to name the layer "skull" now with the circle click on it again and create another symbol. And that will be a piece for your head on the puppet. Now where it says head (outside the symbols) create new layers and name them arms legs or what every you're making. Inside head now that the inside head has a skull create new layers outside skull. You'll understand soon. Just that every body part of a character has a layer like one for upper arm, lower arm, and hand.
