Clarification for claws:
Claws are now two weapons, a mainhand claws and an offhand claw. They offer the fastest speed bonus but as a result suffer from a scaled damage cap, offering the same average DPS as any Dragon item. Their class is slash type, so damage wise they are equal to dual dragon scimitars.
What claws have to offer is that each claw also offers a 7.5% critical hit bonus, for a total of 15%. This is higher than any single cape or jewellery (for a scale, fury is around 4.4%), and it is the only weapon to offer crit bonus. (Critical hits deal 1.5-2x damage). The downside is that you're stuck on a dual wield build set, which isn't recommended in PvP.
So in conclusion, claws trump other dual dragon items, but people with access to lv70 Whip-EEE or lv80 dual chaotics are better off with that.

They are duel wieldable, meaning that they will look pretty epic. They will also do the same damage as duel wielding dragon maces and dragon scimitars so I could see some people still using them and others buying a new pair.

maybe, maybe not. I just heard they are the only weapon that has a critical hit bonus. It's still better to wield something better like a whip/enhanced Excalibur or chaotic weapons, but I can see the offhanded being used more often than it's mainhanded counterpart.

So even their speed has been diminished. The excessive streamlining really killed any reason to get these weapons now, not the loss of the special attacks.
