I picked up the kiwi model at the "Audubon's Birthday Charity Sale" and once I saw the stomping pose I knew it had to be rampaging through a city with people fleeing in terror. Then I took advantage of the sale at DAZ to finally try some of the "Now-Crowd Billboards" to populate the "Urban Sprawl 3" city that I love using.

I've used self created panels here and from the experience with the adjusting to the floor and the lighting I'd say it's really a pain to get it right and it's only merited for huge amounts of very special people. Even here instancing might have worked better, since you see the panels in the closeup, but they of course put less overall pressure on the system.

I did not use any special product in this. There are about a dozen individually rendered (perspective off, no background) rows of soldiers, that are repeated into columns by instancing. Postwork with photoshop, then transferred to DAZ plane primitve.

This is my first time playing with "Now-Crowd Billboards". I am really happy with it so far.
You could just make your own billboards. That is what I had been doing with the old "M.O.M Crowd Generator " (you don't even need that if you want to do it all yourself). The drawback of this method is that you have to match the camera angle of the figure in the flat planes of the billboards. So I usually just make various side views to use with it.
It would be hard to create your own characters (but not impossible) for the "Now-Crowd Billboards" because each billboard has 70 variations for each billboard to handle any camera angle. But that is what makes "Now-Crowd Billboards" so much more immediately useful because it works from any camera angle and allows you to add variety by changing the characters rotation. The drawback is that it's only the 30 characters provide and the download asset is massive (Thought they take up virtually no memory when rendering). I am too lazy to match the amount of work that would take for the 30 characters included.
