This comment is mostly for other commenters.
Ever since this episode came out, I have been surprised how the brony fandom jumped on this episode as either evidence that Scootaloo will never fly (more on that later), or evidence that the Cake Twins are supernatural or child prodigies or whatever.Β Now, the latter could be a joke - it is difficult to tell when this fandom is just joking sometimes, but the episode clearly states that baby unicorns have surges of magic, so Pumpkin Cake is explained in the episode.Β As for Pound Cake, I think that it was in part the writers expecting you to assume the same is true for baby pegasi, and in part expecting you to know about human babies (which is easier said than done, when the target audience is seven year oldΒ girls).
As others have thankfully said in the comments, babies are apparently capable of swimming before they even learn how to do it, so this is basically what is happening here.Β What the Cake Twins do in "Baby Cakes" is normal behavior for ponies in Equestria, and if Scootaloo is not disabled in canon, then she has done the same thing as a baby, and even if she is, she would only view this as unfair if she didn't know about the above fact.
Lauren Faust even used the above statement to explain the episode, when asked about it.Β It is also worth noting, that the jury is still out on Scootaloo (and you can make up your own mind about whether or not she can fly in fanon).Β One thing that is often stated incorrectly is that Lauren was going to make Scootaloo disabled when she was on the show, however this is not strictly true.Β Lauren did plan on Scoot being disabled at some point, but clearly rejected/was told to reject the idea (I don't know which) at some point when she was still part of the show.Β This can be proven by the fact that when she was asked about why Scootaloo can't fly and she answered that Scootaloo hadn't figured it out yet - even if she was trying to avoid spoilers about a future episode about Scoot being disabled, she'd have no reason to outright lie, as she could easily say "You'll have to wait and see..." or something.

But besides that, in this picture it clearly is showwing off the current situation that Scootaloo can't fly with these tiny wings.
In the show itself it really isn't disclosed this would be permanent. Maybe it will be like that forever, or the wings are a bit late in the growing process, maybe she will develop the most awesome wings one day, or she will learn how to use small wings to fly somehow.
Besides that, I want to see a similar picture but the baby replaced by Bulk Biceps.

Way I figure it is, no matter what fanfic says it's not certain within the show that she'll never be able to fly on her own. In which case, attaching something to her like Tank's copter thingy would deprive her of needed practice.

Well, in the show, it did say that when pegasi and unicorns are babies, their abilities come in random bursts, so maybe that's why Pumpkin and Pound learned to use them so quickly? And it could also be that Scootaloo is just not a good flyer. XD

it's not that,the wings of a little baby would be just right to hold the weight,it seems that even tough Scootaloo is a filly,her wings are big and strong enough to hold her wieght in flying,i'm guessing wings grow very slow.

I actually have a little comic dedicated to the fact that Scoots can't quite fly yet, and who her mystery parents are. It's kinda dorky, but it makes me happy. This is cute! Scootaloo is best crusader.
