This is a simple mod of iOS4's music controls. I've re-made them to replace the standard, shiny look with a matte button style. Also, the Previous/Forward buttons are now a little smaller than the originals. There is also an add-on for the rotation lock button next to the music controls [link]
Included is a standard as well as an HD (iPhone 4) version and the PSDs.

Anyway, I've never actually seen those buttons down there in the app switcher and also don't recall coming across the images for them in the system files. If you can point me to the relevant images though, I'll have a look.
