And now, for the 'Marvel Hero vs DC Hero' series...The stunt motorcyclist Johnny Blaze sold his soul to the demon Mephisto to save the life of his mentor (his father in the movies), and became the Spirit of Vengeance, The Ghost Rider, armed with a supernatural mystical chain and the Penance Stare, that, when he locks eyes with his victim, can make them experience all the emotional pain and suffering that they have inflicted on everyone in their lifetime, permanently damaging their soul in the process.
But... how can he use the Penance Stare on an enemy who can make his face invisible, and therefore can't see his eyes? Someone like James Craddock, The Gentleman Ghost, a notorious highwayman and robber who terrorized England in the 1800s and returned as a ghost to continue his criminal career to these days, armed with his supernatural weapons and all the classic ghostly powers.

The only problem Rider has here is that Gentleman is very good at phasing, so he can avoid most attacks, plus he can make his face invisible, meaning he's immune to the Penance Stare.
