A terrible sight to see in a First World country.
My tactic for avoiding arrest and fines, for giving to beggars, is to look the officer in the eye and explain that the person in question was kind enough to lend me a few pesos, previously, and I am merely repaying a debit, not dispensing charity.Β
The curious thing about being an agnostic in a fiercely Catholic country is that it makes me more Christian than the lawmakers, who are in church every Sunday, of course.
I hope this gentleman's fortunes change for the better. He obviously has character and principle.
Keep taking the photos Jules, perhaps they will sting a little conscience into those who created the situation.

That's what I try to do- especially on Facebook of all places. There are no fines or arrests here for giving money to people. It's the fact that so many people are now forced to depend on others to survive that I find appalling. A powerful country founded on apathy.Β In Los Angeles they have declared a "State of Emergency" because they have so many homeless people, families, children- everybody and anybody

Very sad to see the US taking a back seat to Russia now and all the racial hatred and social division that Obama has to take some responsibility for (from my perspective.) Alas, UK has another anti establishment 'leader' now running the opposition as a knee jerk reaction to their parties right wing leaders failure in the last election.
94,000 plus UK citizens, who had their disability benefits stopped, have now died in the last three years in the uk through either starvation, hyperthermia or inability to afford medication. No apology from the architect, Ian Duncan Smith, who branded them scroungers and yet claims $55 expenses for his breakfast.
What a world!Β

Well, or course the racial hatred and social division dated to way before Obama. IΒ just had such high hopes for him, butΒ I guess they were too high, and there were danger signs soon after he was elected. I think he has some responsibility for being in bed with big money (guilt by association), but he is probably the most outspoken President yet on racial hatred & social division now (of course he's not running for election again). It's like a disease, the UK and now Australia, too, has joined us with their government of apathy.
I didn't quite see that one coming. Yeah, what a world!Β
