this gundam reminds me of a mech i have seen from another anime but for the life of me i can't remember what either the mech or the anime it if from is called

And yes, it is indeed weird... but in a GOOD way. You should be satisfied with the design. I'm not sure it's appropriate to Gundam, but it's so creative and unusual that I'd love to see it colored differently, and with a different face design... make it a wholly original mech.

The overall design is awesome, but I especially like the chest (kinda Evangelion-esque) while the head and skirt are pretty good, arms and legs I'm impartial to, not sure on the wings, and the shoulders and rifles I'm not big on, sadly. I see a lot of E.W. Wing Zero and Strike Freedom, but I don't see very much of 00 Gundam... Actually, the arm guards more remind me of Lancelot and the head reminds me of RahXephon, though I'm not sure why... must be the wing that's behind the head... but then why does the side armor look familiar...
But yeah, despite my dislike of the pointed-shoulder arm (I dislike that on gundams, period) and my general confusion on the functionality of the weapons, I would never want to fight this thing.
Funny though, I found this while looking for GN-009 Seraphim Gundam from Gundam 00 season 2, but I found this along the way. Lucky me!

I like it but like you said it could use some more finishing touchs to really make it pop and maybe a list of the weapons and features this bad boy has.

Well, the disappoinment of not being able to use Seraphim as the name of one of my Gundams in my story has been overridden.
Simply by the pure beauty of this model. Fine work indeed. Seems like it could be a Gundam for Royalty because it's so regal.
