All For One hands down. Hawk Moth is an idiot when it comes to using his powers. Seriously think about it.
1) It took him how long to figure out he could give someone the power to amplify his powers to the point where he could use them unlimited amounts?
2) His goal is to use the powers of the Cat and Ladybug miraculous to wake up his wife. Why doesn't he just give someone he trusts the power to heal his wife? Or do the whole amplify plan again, but this time give the people involved a copy of the Cat and Ladybug powers, and then use them to wake up his wife. Also don't tell me he can't do that as we've seen hime copy those powers before, same with his partner.
3) Hawk Moth's power is to give powers while All For One's is to take powers.

All for One can also give powers to people too, it just has to be Quirks he's taken.

Or he is simply an idiot? I mean I showed some of my friends Miraculous ladybug and one of them said "the first I'd do with that power is give someone I trust the power to boost my own abilities" and look how long it took Hawk moth to figure out he could do that.

Good point. Even All for One would at least entrust a super powerful Quirk, like say, for example, the power to create a miniature supernova that can level entire city blocks, to a Villain whose initial Quirk was giving people wedges just by looking at them.
