The 2 unknown members could possibly be Joe and John from RE0 comics Joe is a black guy that looks like Kenneth and John is a white guy that looks like Forest in the comics the were both wearing orange shirts, blue pants and green vest. Kevin Dooley in the comics is a blonde hair guy wearing blue vest but his 3D model wears a blue cap, yellow vest and grey pants while Edward Dewey on the other hand either wears blue or grey vest both of them were pilots of the helicopter. Most fans think that they are these 2 unnamed STARS members but for me it would have been Joe and John just to make the RE0 story right who knows maybe Bravo team had 2 extra members who died while getting on board the train.
