Also, try to make each brow different. For example '...what?' I'd draw as one down and one up and a maybe the shriek the muscle under eye to cover it slightly (levator labii superioris). It looks a bit more like '..gross' but you see my point, thus you'll make the faces much more interesting and you'll get whole range of expressions

but ehh I don't like drawing one brow up and one brow down because it looks a bit fake to me.
However I did pull one eyebrow a bit more up than the other one in the '...what?' look
I just don't like exaggerating it.

It's just experimenting. You can draw two circles to represent eyes and look into a mirror and make whole bunch of expressions only using eyebrows. Now add mouth curving and you're good to go. Experimenting for the win.
