Every RE game I've ever played to completion, including the old school ones, I've managed to get through shooting everything just fine. My strategy is always to use the handgun on regular enemies and dog enemies, and save my shotgun, grenade launcher, and magnum ammo for the tougher enemies--Hunters and Lickers--and bosses.
