I like to think that the Butlers/Maids of the Mansion and the Bellhops of the Tower are rivals, that they each think their own attractions are better and scarier than the others.
There's an old Disneyland Halloween commercial in which the Ghosts escape the Mansion and run around the parks, whooping it up, and when some go to ride the Tower of Terror, the Elevator Bellhop looks like he regards them with disdain. Like he's almost thinking "Pft, amateurs, WE'RE the SCARY ones!"

I ship it too. Im actually kinda big on shipping Haunted maion with tower of terror. For example, I ship Emeline the governess with Phineas the hitchhiker.
