That scene was interesting and a nice little nod to the comics...
but it brings up the question...why couldn't he lift it? Why did Mjolnir reneg? What is about Steve that Mjolnir finds unacceptable at this point?
Some theories suggest that after Cap budged it, he faked picking it up so as to not show-up Thor. Seems like something he'd do....

I know it's meant to be a haha thing, because in the comics Captain American can and does use the hammer.
I like to view that scene as Steve Rogers could have lifted the hammer right then if he'd wished too, but he knew the importance of the hammer. To Steve it would just be another powerful weapon, to Thor however it's a powerful, ancient relic symbolizing not only his worthiness, position and his family origin, but also his connection to Asgard as home.
Steve Rogers doesn't need to take or use the hammer simply because he too is worthy of it, because that's just not who he is at the core of his character. He doesn't do those kind of things, and he knows what it feels like to be out of place, much like Thor is an outsider to Earth, he's an outsider to the time period, and so actually he just pretended that he couldn't lift it cause he knows how much the Hammer means to Thor.
That's my head-canon of the scene anyway.

That theory actually makes sense. It would explain why the hammer moved a little but Steve didn't pick it up. I was confused why the hammer would move a little but Steve couldn't pick it up like, was he only semi-worthy or nearly worthy.

Does anyone find it weird that Bruce is basically considered by all of Asgard a great hero and something to be, but can't budge the hammer. Or that Loki has lifted the hammer. Or that in a non-canon comic but noted that if it could be canon it would be Conan the Barbarian uses it?

I laughed myself shitless at that part. It was even funnier when he laughed off his worries like it was nothing saying "Ha ha, you've got nothing!" But then I was a little disappointed/confused because Steve should be able to fully lift it.
