This is a little hair tutorial that was done in SAI but I'm sure you can apply the same idea with it else where. uvu

Step 1. Add in your base color under your hair lineart
Step 2. Get a darker color (not too dark) from your base color and create brush strokes using the brush tool to match the Step flow of the hair. I do this on another, clipping group, layer above the base color hair. I made the strands not too small or too large
Step 3. Now get a darker shade of the first dark color and add more strands. Create more of those in the areas light wouldn't hit as much. I also did this on another layer above the first strands. I made the strands with a smaller sized brush stroke
Step 4. Get a lighter color from your base color and do the same thing as step 1 and 2. I also did this on above layer from the other two and with a smaller sized brush stroke
Step 5. For highlights I got a color even lighter than the first lighter and did the highlights where light would pretty much shine from the hair and blurred it. With SAI I always set the layer mode to Luminosity for extra shine. Once you've blurred you can, on the same layer, add small brush strokes with that lighter color to make it somewhat more realistic with the strands
