Favored minions of Demigod they work as his Soul Hunters; In etheral form they attach themselves to the wings of loyal Dragons (which are in turn known as Flesh Hunters) As the dragon takes lives and spreads destruction the Shades are waiting and scanning for souls that seem worthwile; they grab these and bring them to the Sanctuary where these are given new, idealised body and an offer to join.This representsone of the most primitive varieties of the shade looking as a gaunt, cloaked figure. later they developed weirder forms.

It's certainly not usual clothing, but it isn't biological mass. It's just a part of it. The creature itself might not be biological at all.
