I've been seeing a lot of images that use focal blur that IN MY OPINION could have possibly used other methods to reach their full potential! I created this guide that might help some figure out when to use it and when not to!Also I just wanna say the focal blur is never really NEEDED but it can create a cool effect if that's what you're going for! I tend to use it a lot!
Also, this is all from what I've learnt and my own opinions! You may have other ideas and that's entirely fine!!
OOH while I'm here I forgot to mention on the tutorial, gaussian blur is NOT the same as focal blur! It will create a very different effect!

Do you know any other art programs or sites that let you use focal blur for free? I don't exactly have the money for photoshop...

Actually they released the CS2 version for free, you just need to make an account

I haven't used it in years but GIMP is a free program that has a lot of blurs and filters available.

I love the focal point effect haven't used it before! But sometimes don't you feel it covers the details of the background? Do you ever save a copy of both with and without the effect? Just curious ^^

I usually don't detail backgrounds much if I know I'm going to focal blur! I usually lay down swabs of colour and make very rough layouts that'll simulate the shapes I want when blurred!
