After ready her profile I would think Hailey would always try the tuff love approch if she ever loose control. Somethings do stand out. 1. Hailey has two Dragons made of Hellfire and she uses them in the same way Emily use Fluffy. SHE Thinks of them as her pets. 2. I think you said she was from New York. Hailey's from Boston.

I think they would be friends I just see them having that "My town is better." debate a lot and if she knows Emilly is doing something that will get her killed she would be sure to tell her and whoever she's fighting how she feels about it.
