Oh, what the other person didn't address in their responses is that yes, it is a joke! Well, in the sense that it's a recurring silly insult for him. When you call someone a fruit loop, it usually means that you're calling them crazy or eccentric (with a bad connotation).

in the show it was a running joke that characters would call vlad a fruitloop (danny does in bitter reunions, jazz does in secret weapons, and danny does it again in kindred spirits im p sure)
