Lucari is having some troubles to get used in the military academy specially in the time to take a shower (a restrict limit of time and a lot of rules to read). bTW he thought it was kinda stupid having to have a lot of rules that all of them says "Do not..." after that he reads the next parts:34. 36. Do not read the first 35 rules because all of them are wrong.
