Description I used fleece for all the blue parts then attached the details in different colors of felt. I made it so this pattern can be printed on letter size paper. I didn't take pictures of the process so here's a simple step by step of how I did it:

Finished product here: ladysereth.deviantart.com/art/…

Materials:
Fleece
Assorted Colors of Felt
Needle and Thread
Sewing Machine
Reference Picture of Azurill

1. Cut out the cloth in desired colors using the pattern. I took some leeway with the face of Azurill in the pattern, so go ahead and edit any pieces you want to better fit your reference picture.
2. Sew together all the pieces in blue felt, but be sure to leave some space to flip them inside out. I didn't sew the body/head sphere's last part together until I added the felt details to give me extra space for the hand-stitching. For sphere's, there's plenty of tutorials online to help you know how to put the tail sphere and body together.
3. Stuff and close the feet and tail using a ladder stitch. When closing the tail sphere, slip in your black zig-zag tail piece in the ladder stitch so it's connected.
4. Hand stitch the inner ear onto the ear pieces then stuff and close.
5. Add the face details by hand-stitching them and using the reference picture to help you position them how you want on the sphere.
6. At this point, I sewed half of the body sphere with the machine then flipped it right-side out and stuffed it. Having the sphere shape filled helped me better position the ears and feet to attach them. I used the technique for attaching heads to bodies for plushies to attach the feet and ears.
7. Stuff it tight then use a ladder stitch to close up the body, slipping in the other side of the tail to attach it to the other sphere. And you're done!
