The Police there IS like a Gang, you can say - a baaad Gang..
In some Nations, the Police Forces do not protect the Citizen's from Danger but ARE the Danger
You can say: If the Conditions are worse enough - the Police is nothing more than a biiig Gang with many Weapons and Members. Very dangerous...
