Here is my purposed solution for the Ranger Keys for the second season of Power Rangers Megaforce, which is said to be based on Gokaiger.

My plan is sell one key per Blind Pack or visible pack. They can sell the keys with the toys but in order to release around 126 Keys, they can do this. Now this can mimic the Go-Busters line in 2012 where they made keys of the new team. This can have 4 of the leftover Extra Heroes.

Also metallic versions of the Super Megaforce/Gokaiger like in the Japanese toy line. Plus six Go-Busters keys, which of course will be adapted, most likely in 2015. So since these hypothetical Ranger Keys would be release in 2014, this could be released in 2015.

To round out the 20 keys, I added Metallic MMPR Red like they had in Japan, GokaiChristmas/Christmas Ranger (thinking they will adapt it in Power Rangers as Samurai and Super Samurai both have Christmas specials), and Go-On Wings/Gold and Silver Ranger.
