This is pretty good, although you forgot one thing.
First off, the offical style is outlined in colored pencils. What I do is I outline it in a black colored pencil, then change the color using the Hue/Saturation. Also, the lighting is with a hard brush at 100% occupacity and flow.
As much as this helped, you did miss a few spots. Try looking at the offical art again and see.

... This is a very good way to do it... Me however I use less layers normally in my work on photoshop because I have PATHS and VECTORS there to redarken the lines when I'm done coloring. But here at home Ihave no such program so I resort to using between 2 - 10 layers depending on what I'm doing.

I have a scanner, but mom won't let me use it (thinks im irresponsible), so is it ok if I just draw the image on MS Paint instead of a sketch? Also, I have GIMP, but it's tools are just about the same.

hehe my old system it served me well, if you want to add some sonic X style lines to segregate colours i reccomend importing the image into MS paint and using the curve tool and adding in the line then taking it back into photoshop and filling in the section twice that should get rid of the gap it sometimes leaves, anyways nice job with the tutorial!

oh i know how to do them in photoshop, u just use the plolygon lasso tool. but i just choose not to cause i feel my highling method luks smoother but thats just my opinion

the lasso tool can be a bit daunting to some people so thats why paint is good but i use a tablet for everything now so i dont use this style anymore, but your right your highlighting method looks good.
