As seen by these other outfits that Linda had worn in the pastMs. Mercy Grace Graves Luthor, after getting some verbal input by her daughter, Ms. Linda Grace Graves Luthor and her niece Marlena Danvers Kent Luthor, on creating a new outfit design for their mom incase of a vile and dangerous foe that uses kryptonite weapons against their Mom & Aunt, Mercy went to some old movie of the Superman and Supergirl genre a coupla years ago and decided to try a new Anti-Kryptonite fabric that greatly block all radiation poisoning and energy weapons based on Kryptonite...
Mercy created one for Linda to try and on a lark, she created one for herself just in case
Linda looks on bemused and tells asks just how strong is this new Lex Luthor Fabric Protection outfit is while her face and hands are free to feel the air rushing by as she often loves the feeling on her body while flying..
Mercy mentions that in her cape are the spare gloves (fashionable) and even a face mesh that can can put on her head with only her eyes partially exposed and yet protected so that she could have nearly full protective anti-Kryptonite radiation outfit against anybody using her now destroyed homeworld where Clark (Kal-El) and Linda (Kara Zor-El) came from...

It's in that weird grey area between a traditional shrug and a jacket, the style is based on what's called a Bolero. Spanish bullfighters wear them as part of their uniforms.
