The other PACs have dot eyes, while these ones have full eyes.

Yup. It's the same principle with the Muppet, Sesame Street and Phineas and Ferb PACs, the dot/oval eyes just don't work well with the character designs, so full eyes that are still deformed enough to fit the design scheme suffice.
